Billie Charlene Stephens was born March 20, 1956 to Charles Stephens and Billie Ruth Pittman. Charlene was raised by her grandparents Gail and M.E. Stephens.

Billie was proceeded in death by her parents, grandparents, her sister Mary Schneider and husband Paul Schneider, nephew Jeffrey Paul Schneider, niece Ashley Schneider, and brother Joe Kennedy. Billie is survived by her son Charlie Don Stephens, her sister Paula Regian, her niece Bridgett Muniz, her granddaughters Caliya Martinez and Autumn Stephens, her sister Brenda Kennedy and husband Vernon, Meria Moody and husband John, her brothers Dean Kennedy and wife Alva, Jess Kennedy and wife Paula, Kirby Stephens and wife Martha, Bryan Stephens and wife Lindsey, and many other family members and friends.
